What is the current state of the law on retroactivity of federal procedural decisions?

California, United States of America

The following excerpt is from Newman v. Emerson Radio Corp., 258 Cal.Rptr. 592, 48 Cal.3d 973, 772 P.2d 1059 (Cal. 1989):

Griffith, and its apparently rigid rule, dealt with retroactivity of federal criminal procedural decisions. Teague v. Lane, supra, 489 U.S. 288, 109 S.Ct. 1060, 103 L.Ed.2d 334 has already demonstrated that the high court's approach is not as inflexible in other contexts.
