In Mettee v. County Commissioners of Howard County, supra, 129 A.2d 136, a county government initially zoned a 16-square-mile area to require one-half-acre minimum lot sizes. This zoning, however, was only tentative. Later, a local planning commission took a survey and found a large majority of the owners in the area favored a change to more restrictive one-acre zoning. The modification was implemented by the county government and then challenged by one of the owners.
