The following excerpt is from Greene v. Law Society of British Columbia et al., 2005 BCSC 390 (CanLII):

Courts must be careful of unduly burdening investigations during the embryonic stages where the information is being gathered for further consideration, as opposed to when the investigation is being conducted by a body seized of powers to determine the rights of an individual in a final sense or in a sense which may be detrimental to the individual. In the latter case, courts will be more inclined to intervene. Irvine v. Canada (Restrictive Trade Practices Commission), 1987 CanLII 81 (SCC), [1987] 1 S.C.R. 181 at ¶ 87.
