A species is classified as "threatened" if it is "likely to become an endangered species within the foreseeable future throughout all or a significant portion of its range." 16 U.S.C. 1532(20). In 1994, the status of spring/summer and fall chinook was changed from threatened to endangered. Ramsey v. Kantor, 96 F.3d 434, 437 n. 1 (9th Cir.1996).
