party opposing attorneys' fees bares the burden of providing specific evidence to challenge the accuracy and reasonableness of the hours claimed by the fee applicant. Gates v. Deukmejian, 987 F.2d 1392, 1397-98 (9th Cir. 1992). If a court concludes that insufficient information is provided by the fee applicant, the court may either request additional information or reduce the amount of the award accordingly. See Fischer, 214 F.3d at 1121.
