6 The explicit authority to grant writs of habeas corpus was given to the federal courts in the Judiciary Act of 1789, 14, 1 Stat. 73, 81-82. See Felker v. Turpin, 518 U.S. 651, 661, 116 S.Ct. 2333, 135 L.Ed.2d 827 (1996) (describing this provision of the Judiciary Act of 1789 as the direct ancestor of the current 2241).
