[43 Cal.App.4th 656] Historically, the remedies for a public nuisance were prosecution as a criminal offense, or a suit brought on behalf of the state or public authority to abate or enjoin the nuisance. (Rest.2d, 821C, at p. 94.) Civil Code section 3494, authorizes "any public body or officer" to abate a public nuisance. (See People v. Wheeler (1973) 30 Cal.App.3d 282, 106 Cal.Rptr. 260.)
