Nevertheless, within these limitations aliens were admitted to the California bar for a period of 70 years. (See, e.g., Howden v. State Bar (1929) 208 Cal. 604, 283 P. 820.) 2 This situation prevailed in California until 1931, when the State Bar Act was amended to restrict membership, as in the early years of our statehood, to United States citizens.
