What is the test for interpreting the meaning of an enactment in its ordinary grammatical meaning?

Canada (Federal), Canada

The following excerpt is from Gunn v. Canada (Commissioner of Corrections), 1980 CanLII 2560 (FC):

I make mention of this to indicate that the words of an enactment must be interpreted in their ordinary grammatical sense unless there is something in the context, the object of the enactment or the circumstances with reference to which they are used to show that the contrary is the case: see Lord Atkinson in City of Victoria v. Bishop of Vancouver Island (1921), 1921 CanLII 568 (UK JCPC), 59 D.L.R. 399 at p. 402, [1921] 2 A.C. 384 at p. 387, [1921] 3 W.W.R. 214.
