Can a grievance be argued as a discrimination issue?

Canada (Federal), Canada

The following excerpt is from Rhéaume v. Public Service Alliance of Canada, 2005 PSLRB 53 (CanLII):

With respect to her grievance, she believed that the union only looked at classification issues and did not consider that the grievance could be argued as a discrimination issue because the grievance indicated that she was requesting the same treatment as her colleagues in other provinces. She referred to Savoury v. Canadian Merchant Service Guild, 2001 PSSRB 79, and believed that the union was negligent.
