The short answer to the application as it relates to this transcript is that the transcript of an examination on affidavit (now questioning on affidavit) is not subject to the implied undertaking: Hall v. Wilcox, 2011 ABQB 78. Once a transcript has been filed, it becomes a matter of public record, like the affidavit which was questioned on.
