The following excerpt is from Teskey v. Toronto Transit Commission, 2003 CanLII 35190 (ON SC):

It was alleged by the plaintiff at trial that the Statements were fabricated. The Statements were made on a daily basis in the context of the investigation, not in support of criminal proceedings. If the trier of fact concludes that the contents of the Statements are untrue, they are comparable to the fabricating of evidence about the boot print before trial as in Buckley v. Fitzsimmons, supra, rather than giving perjured evidence at trial.
