What is the state's control of the mechanism for transfer of an inmate to a maximum security unit?

I think it important to note that in Collin v. Lussier, the state controlled both the mechanism for transfer of the inmate and the quality of the medical services that would be available to him in the maximum security unit. The risk to the inmate's security interests, if established, would have been entirely caused by "the state's conduct in the course of enforcing and securing compliance with the law," as stated in G(J), supra.
