This is to be distinguished from those cases where an administrative body itself breached the principles of natural justice and the duty of fairness. In those cases, the standard of review is that of correctness: Sketchley v. Canada (Attorney General), 2005 FCA 404, [2005] F.C.J. 2056. This will be case, for example, where a party has been denied the opportunity to present proper submissions or where the adjudicator is alleged to be biased. But none of this arises in the case at bar.
