The adjudicator’s decision is subject to review on the standard of reasonableness. The concept of reasonableness refers to both process and outcome. The reviewing judge must consider whether the adjudicator’s decision falls within a range of reasonable outcomes, and also whether the reasoning process itself is transparent and intelligible, as part of a single analysis: Kenyon v. British Columbia (Superintendent of Motor Vehicles), 2015 BCCA 485 at para. 32-35.
