In the first situation the general position is captured by the words of Shaw J. in Fraser v. Houston, supra, at page 122: In an ordinary case where a resident plaintiff is not sufficiently wealthy to be able to pay costs of a defendant if the plaintiff loses a lawsuit, that, in itself, would not justify an order for security for costs being made. The bringing of a lawsuit without sufficient funds to pay loser's costs would clearly not be an abuse of the court's jurisdiction.
