Can an Indian Reserve be created within a municipality?

Saskatchewan, Canada

The following excerpt is from Morin v. Michel, 2007 SKQB 311 (CanLII):

The second is that there is no constitutional reason why an Indian Reserve cannot be created within a municipality. This is so even though it may “prove vexing” to all concerned. See Town of Hay River v. The Queen et al. (1980), 1979 CanLII 2535 (FC), 101 D.L.R. (3d) 184 (F.C.T.D.).
