Does a Superintendent of Motor Vehicles have security of tenure?

British Columbia, Canada

The following excerpt is from R. v. Frederickson, 2002 BCSC 1777 (CanLII):

In Olafson v. British Columbia (Superintendent of Motor Vehicles) 2000 BCSC 771, Mr. Justice Melvin considered the issue of whether the reviewing officer is an independent and impartial decision maker as guaranteed by s. 7 of the Charter or as required by the fundamental principles of natural justice. He concluded that the Superintendent did have security of tenure so as to ensure independence in that context.
