The Respondents do not, however, provide information which clarifies whether these policy requirements are non-negotiable, mandatory requirements of operation, or merely non-statutory policy guidelines. They do not describe the implications of non-compliance. It is not clear whether compliance is monitored or enforced or voluntary, or whether there are consequences for non-adherence: see Dubois v.
