Is it unreasonable for the respondent to cancel an application for additional overdue interest on a personal injury claim?

Canada (Federal), Canada

The following excerpt is from Latour v. Canada (Attorney General), 2005 FC 1720 (CanLII):

Finally, it was not unreasonable for the respondent to find that the applicant's life circumstances did not justify a cancellation of the additional overdue interest, as the facts of the case show that his situation was never beyond his control and do not reveal any extraordinary circumstances not experienced by a majority of Canadians (see, for example, Babin v. Canada Customs and Revenue Agency, 2005 FC 972).
