We also agree that the reasonableness standard of review applies to exercises of discretion not to release information that falls within these exemptions. Such decisions, heavily fact-based with a policy component, normally warrant deference: Dunsmuir v. New Brunswick, 2008 SCC 9, [2008] 1 S.C.R. 190.
