What is the test for giving notice of a libel action?

Saskatchewan, Canada

The following excerpt is from Gillingham v. Prince Albert (City), 1922 CanLII 260 (SK QB):

The point raised by the present application is one of considerable nicety, and I find it difficult to reconcile all of the decisions which have been given, bearing upon the question. In Conmee v. Weidman, 16 P.R. 239, the question arose in connection with an action for libel. The Act under which the action was brought provided that: No such action shall lie unless and until the plaintiff has given the defendant notice in writing, specifying the statements complained of.
