What is the test for accepting a complaint as evidence of the truth of the statement?

Alberta, Canada

The following excerpt is from R. v. Reed, 1992 ABCA 80 (CanLII):

We note that the trial judge correctly and expressly cautioned himself that he did not accept the complaint as evidence of the truth of the statement comprising the complaint. We are also of the view that the complaint was admissible under the approach taken in Ratten v. The Queen.
