The following excerpt is from Rapp v. Bhogal, 2014 ONSC 3881 (CanLII):

In determining the appropriate quantum of costs, I do not propose to undertake a scrutiny of the dockets or to undertake a line by line analysis of the hours claimed. Rather, it is my function to fix an amount of costs that is fair and reasonable and in accordance with the principle of proportionality: Davies v. Clarington (Municipality), supra.
