What is the current state of the law regarding naming of participants in civil proceedings?

British Columbia, Canada

The following excerpt is from Complainant v. College of Physicians and Surgeons of BC (No. 2), 2018 BCHRT 189 (CanLII):

Except for the most exceptional of cases, proceedings before courts and most tribunals are open to the public. Generally, the identity of participants in such proceedings is a matter of public record and, for the most part, individuals are not protected from being named in decisions. But, it is also clear that there are times when the privacy interests of participants in the justice system outweigh the public interest in open justice: Mother A obo Child B v. School District C, 2015 BCHRT 64, at para. 7-8.
