To attain the objects of the Act, the legislature prescribed the procedure to be followed. Compliance with the procedure prescribed by the legislature is not less important than the attainment of the objects of the Act. Thus, failure to provide a sworn document, as procedurally prescribed by the Act, rendered the unsworn document improperly before the Superintendent, on a review, in Hart v. British Columbia (Superintendent of Motor Vehicles).[3]
