In any particular case the requirements of "natural justice" will depend upon the particular circumstances of the case. The seriousness of the matter is clearly an important factor as was stated by Mr. Justice Beetz in Singh v. Canada (Minister of Employment and Immigration) (1985), 1985 CanLII 65 (SCC), 17 D.L.R. (4th) 422 at p. 434, [1985] 1 S.C.R. 177, 14 C.R.R. 13: The most important factors in determining the procedural content of fundamental justice in a given case are the nature of the legal rights at issue and the severity of the consequences to the individuals concerned.
