What is the test for an unlicensed salesman to be licensed to sell real property?

Saskatchewan, Canada

The following excerpt is from North-Sask. Seeds Ltd. v. Couch, 1960 CanLII 174 (SK QB):

The plaintiff sought to recover commission on a trade in real estate entered into on its behalf by an unlicensed salesman in its employ. Quoting the principle as laid down in Cope v. Rowlands, supra, and other similar cases it was held that the contract was prohibited, and illegal and not enforceable because the said Act provided penalties for contraventions thereof.
