In determining whether there are sufficient humanitarian and compassionate grounds to grant special relief, the panel is guided by a number of criteria ,which the Minister’s counsel referred to in his submissions and which have been developed in the case law, particularly Ribic v. M.E.I.[1] I want to state what I ought to have stated at the beginning—that you will be getting a copy of the oral reasons and I reserve the right to add references if I feel they are relevant.
