Is an order of the chambers judge interlocutory?

Saskatchewan, Canada

The following excerpt is from Sundown Theatre Co. Ltd. v. Ro-Edd Agencies Ltd., 2009 SKCA 114 (CanLII):

We are all of the view the order of the chambers judge is interlocutory and it was necessary for the appellant to obtain leave to bring the appeal. Having failed to do so, its case on appeal was not properly constituted and is not properly before us. See, for example, Grant v. Saskatchewan Government Insurance, 2003 SKCA 17.
