In what circumstances will a material change in circumstances be considered in the context of an interim order?

Prince Edward Island, Canada

The following excerpt is from MacPhail v. Morrow, 2000 PESCTD 67 (CanLII):

In the Gordon v. Goertz case, a permanent order was in place and the issue of a material change in circumstances was a major consideration. That is not the case here. In the present case, there is only an interim order in place so that the issue of the mother’s proposal to move from Prince Edward Island should be dealt with when considering the best interests of the children.
