In SOCAN Binnie J. sets out the meaning of communicate at para. 46: “The word ‘communicate’ is an ordinary English word that means to ‘impart’ or ‘transmit’ (Shorter Oxford English Dictionary on Historical Principles (5th ed. 2002), vol. 1, at p. 463). Communication presupposes a sender and a receiver of what is transmitted; see Goldman v. The Queen, 1979 CanLII 60 (SCC), [1980] 1 S.C.R. 976, at p. 995. The ‘communicator’ is the sender, not the recipient.”
