What is the difference between an allegation of discrimination because of disability and a finding of continuing contravention?

British Columbia, Canada

The following excerpt is from Rajigadu v. UBC and others, 2012 BCHRT 7 (CanLII):

In any event, I consider that the unexplained lengthy gap between this allegation, and the timely allegations against UBC of discrimination because of disability (including a failure to accommodate), preclude a finding of an allegation of a continuing contravention, and militate against a finding that there is a public interest in allowing this aspect to proceed. See, generally: Stykel v. British Columbia (Ministry of Attorney General – Sheriff Services) and others, 2011 BCHRT 87.
