Does s. 15(1) of the Canadian Human Rights Code grant every person a guarantee of substantive equality?

Canada (Federal), Canada

The following excerpt is from Centrale des syndicats du Québec v. Quebec (Attorney General), [2018] 1 SCR 522, 2018 SCC 18 (CanLII):

Contrary to what my colleague Abella J. asserts, this does not amount to adopting a formal equality approach as in Bliss v. Attorney General of Canada, 1978 CanLII 25 (SCC), [1979] 1 S.C.R. 183. Indeed, it has since been established that s. 15(1) grants every person a guarantee of substantive equality, not just of formal equality, under the law.
