The following excerpt is from Joubarne v. Great West Life Assurance Co. and others, 2004 BCHRT 183 (CanLII):

After reviewing the complaint, I find that the last date of the alleged discrimination was some time between February 15 and April 2001. Although the effects of the alleged discrimination may continue to the present, that does not amount to a continuing contravention: Rai v. Annacis Auto, 2003 BCHRT 31. Therefore, the complaint should have been filed, at the latest, by October 2001. The complaint was filed on September 7, 2004, some three years out of time.
