What is the test for intervenor status in a civil matter?

British Columbia, Canada

The following excerpt is from Lawlor v. PHSA and another, 2019 BCHRT 186 (CanLII):

Finally, I note that the participation of this intervenor does not risk taking the litigation away from the parties: Oger v. Whatcott (No. 7), 2019 BCHRT 58, para. 47; Oger (no. 4) at para. 9-11. This is a discreet issue that will not require further involvement from the Union. For all these reasons, the application for intervenor status is granted.
