Effect must be given to the intent of the legislation and of the petition. The intent of the legislation is stated by Mr. Justice Ritchie in the reasons delivered in Cholod et al v. Baker and City of Regina et al. The appropriate quotation is set forth in the judgment of Mr. Justice Moir and need not be repeated again. The intent of the petition is clearly expressed in paragraph 1.
