Second, human rights legislation is remedial, not punitive: Act, section 32 (1)(b)(iv) and (v); North Vancouver School District No. 44 v. Jubran, 2005 BCCA 201, 253 D.L.R. (4th) 294, at para. 115. Thus, the emphasis must be on how discrimination affected complainants, not on the blameworthiness of respondents, even though the latter may be a factor.
