It is clear from a number of authorities, not the least of which is Knowles v. Peter (1954), 1954 CanLII 533 (BC SC), 12 W.W.R. (NS) 560, that as a garnishee before judgment is an extraordinary remedy (some refer to it as a draconian remedy), there must be meticulous observance with the requirements enabling the granting of such an extraordinary remedy.
