The expertise of the reviewing court lies in “general legal reasoning and statutory interpretation”: Ross v. New Brunswick School District No. 15, 1996 CanLII 237 (SCC), [1996] 1 S.C.R. 825, at para. 28. I bear in mind the contention that a tribunal will have more expertise in the statutory interpretation of its own “home” statute.
