The essence of the legislation impugned is that it forbids one to solicit without permission, and one may fail to get that permission, as it is discretionary. It is not necessary to discuss whether these limits on free speech are all prescribed by law, or the dicta in Osborne v. R. 1991 CanLII 60 (SCC), [1991] 2 S.C.R. 69, at 94-96. That is because the appellant concedes that they are.
