The following excerpt is from R.C. v. District School Board of Niagara, 2013 HRTO 1382 (CanLII):

The interest affected, the education of children, is particularly important and the impact on others is significant when one creed only is given priority and public recognition in a school setting. As set out in Ross v. New Brunswick School District No. 15, 1996 CanLII 237 (SCC), [1996] 1 SCR 825 at para. 42: A school is a communication centre for a whole range of values and aspirations of a society. In large part, it defines the values that transcend society through the educational medium. The school is an arena for the exchange of ideas and must, therefore, be premised upon principles of tolerance and impartiality so that all persons within the school environment feel equally free to participate.
