What is the duty of the officials of Nickerson's to take reasonable care in making statements about the requirements to obtain Canadian certification?

Nova Scotia, Canada

The following excerpt is from H.B. Nickerson & Sons Ltd. v. Wooldridge, 1980 CanLII 2604 (NS CA):

I will also compare this duty to take reasonable care in making statements whenever a special relationship exists with the general doctrine of duty to one's neighbour to prevent foreseeable harm to person or property as enunciated in Donoghue v. Stevenson, supra. In other words, I will seek the answer to whether or not the officials of Nickerson's owed a duty to Captain Wooldridge, apart from the terms of the contract, to prevent him from suffering economic loss as a result of their misleading advice as to the requirements to obtain Canadian certification.
