[21] The doctrine of delegation was developed to prevent a licence holder from avoiding the knowledge component of an offence by delegating authority under the licence to another. It has received very little judicial consideration in Canada but seems to be alive and well in England despite some expressions of disapproval (see e.g., Howker v. Robinson, [1973] 1 Q.B. 178).
