The “critical analysis” to be avoided is one relating to the approving officer’s reasons for reaching a decision. On the other hand, a careful assessment of the evidence the approving officer relies upon to base his or her decision is quite proper, as such a review could disclose a completely inadequate factual foundation for the decision or bad faith on the part of the approving officer: Moore v.
