What is the test for respect for a parent's decision to relocate to another province?

British Columbia, Canada

The following excerpt is from Q. v. R., 2003 BCSC 1682 (CanLII):

The plaintiff's decision to move to Q.[…] deserves some measure of respect. But a parent's decision to relocate, even if made in good faith (as is the case here) must either conform to the child's best interests, or be disregarded. It is stated at para. 37 of Gordon v. Goertz that: "The rights and interests of the parents, except as they impact on the best interests of the child, are irrelevant."
