What jurisdiction does the Court have to award costs?

Prince Edward Island, Canada

The following excerpt is from Grafton Management Inc. v. City of Charlottetown, 2021 PESC 14 (CanLII):

I do not intend to review in detail the court’s jurisdiction to award costs. There have been several costs decisions rendered recently by the Chief Justice of this court where the jurisdiction of the court was canvassed in great detail. In particular I note Beer v. Anschutz, 2020 PESC 37 (Beer) and the costs decisions in the file known as C.G. v P.P., 2019 PESC 19 and 2020 PESC 22. (C.G.) However, the court will review in detail Rule 57 in terms of the factors which must be considered in making an award. Practice Note 21 will also be considered.
