Is there any adverse impact upon the integrity of the justice system as a result of delays in responding to inquiries respecting its intentions in light of the lateral transfer?

Newfoundland and Labrador, Canada

The following excerpt is from Rich v. The Queen, 2001 NLCA 39 (CanLII):

Counsel’s argument, therefore, is constructed on adverse impact upon the integrity of the justice system as a result of the delays in responding to the inquiries respecting its intentions in light of the lateral transfer. Focusing on the stress placed by Martin v. Gray on the need to preserve high standards in the legal profession to maintain confidence in the justice system, he relies on that authority’s endorsement of the “trend”, which preceding para. 110 notes Martin v. Gray recognized, of assurances that lateral transfers not only create “no actual conflict but that there be no appearance of conflict”.
