The following excerpt is from R. v. Amiri, 2013 ONCJ 828 (CanLII):

[11] The instant application requires a judicial balancing with an examination of the delay and its evaluation in light of other factors in order to determine whether the delay is reasonable. Some delay is of course inevitable in the conduct of criminal proceedings: Smith v. The Queen.[7] The court's approach must recognize that the standard of reasonableness is a flexible concept. Mathematical formulae do not drive the assessment of reasonableness.
