What constitutes a safe left-hand turn in circumstances such as this?

Saskatchewan, Canada

The following excerpt is from R v Hermanson, 2013 SKPC 195 (CanLII):

In interpreting what constituted a safe left-hand turn in circumstances such as these, Gerein J., in Swenson v. Saskatoon (City)[2], said the following: ... the vehicle proceeding through the intersection has the right of way. The driver intending to turn left must ensure that he can complete the turn without a collision. If a collision does occur, then the driver who made the turn has a heavy onus to disprove negligence on his part.
